Simple? To me it looks like they tried to make a relatively straightforward thing as complicated as possible. But all law/beuracracy looks like that to me.
'soft law' 'quasi legal' hehehe still pays better than conservation biol - unless, of course, you want to sell your soul and work for mining companies or consultancy firms which write reports for mining companies, then, you will roll in it!
