I know what you mean. I can buy a pair of pants from Walmart and fit in them just fine. But when I went to get a pair from Target when I was in MN, they were WAY too big. That baffled me. I'd been eating like a pig, so I knew that I couldn't have lost that much weight. And the size that fits from Walmart won't fit from Sears... It's crazy! Why can't ladies' pants go by waist size lik men's do?
Sizes vary because each company uses a different model. There is no actual size standard. The only thing that is standard is something done in inches, but that can vary because it depends on how it fits. If something is cut to be a higher rise it will sit on your natural waist which is smaller then the part of your body most ppl assume is your waist. And if it sits lower on your hips then the size will change because hips are bigger then your waist usually.
Same with shoes. feet models vary from company to company and it also depends on how wide the toe box is, and how wide the actual shoe is. :)
I would have filled you, from the fashion design aspect... but cinnamon got here before me. It also doesn't help that all women have varying curves to deal with and men don't. BAH, men and their sizing standards!
