A proposal.

I live in Perth, Australia. People here are notorious for being unable to merge properly.
Problem is the freeway is full of mergers and often grinds to a complete halt during rush hour.
I have a proposal.
Get all the people off the road who cannot drive. I'd guess about two thirds of the drivers out there got their licences out of a Weeties packet. Lessons and tests should be a LOT more thorough and yearly. People should be able to report stupid drivers and they should be investigated (admittedly, the only ways I can think of HOW to do this would cost a lot of money and bring down the wrath of civil libetarians *rolls eyes*)
If we get all the dickheads off the road there will be less traffic, less congestion, less air pollution, less road accidents and therefore fatalities. It'll all be good!

In the last 2 years it has become much more difficult to get a drivers license and especially much more time consuming. The system for obtaining a driver's license could be much better but it is improving.
Another area of improvement has been in stricter road rule enforcements especially with the Double Demerit point campaign and the continual increase of fines.
Between these two approaches the worst of drivers everywhere are cut out which leaves us with the average drivers. Sure average drivers are still terrible but it becomes increasingly difficult to improve these people who are merely bad as appose to terrible.
Personally I think the problem lies within the nature of society and how we develop our landscape. A system that puts a large amount of emphasis on personal mobility to the point that having a car and a drivers license is almost a must for employment. When we change our urban society from a highway/car driven society to a predominantly public transport society this problem will dissapear. Unfortunately this will take decades if ever to accomplish.
I think it all boils down to: "People are idiots"
You can try and patch one symptom (bad driving) but perhaps we should patch the source problem (people).

Sheesh, you do something stupid on the roads you should be punished properly, if you lose your job it's your own stupid fault!
